@Bsuth72 not trying to start nothing but the hrc on the 06 and newer hondas include a cam, so to me it would be a mod.

@stanleytherat engine is stock..dumb ass. hrc power up kit is a bolt on accessory that helps make the exhaust run cooler and gives better compression. also adds a few hp but the engine is still stock....i still wouldnt say its modded because its really not.

@stanleytherat thats false. my 450 was clocked at 86 stock with the hrc power up bolt on kit..

a stock 250r is slower than a 450..

@MrTwistedwheeler the banshee's engine is based on a 1970 street bike so it hasn't improved much over the years either

Weight also has a lot to do with it. If the guy on the 250 likes Cheeseburgers then that's a big disadvantage. But those 250r's are very lightweight. It's tough getting off the line without hitting a wheelie.
