@Neko680 In regards to Moon/Venus, it was because the rest of the scouts each had a different color! Also, "By the intermediate stages of development, Takeuchi planned to have the character's hair be blonde in civilian form and change to silver when she transformed, but she was told by her editor that silver hair would be too plain for cover art." There's actually a lot of official art with Usagi/SM with silver hair and a cape! (which was also developmental!)

Despite this being a recoloration, thanks for it. Usagi's original hair color was suppose to be silver actually (in the manga) but the editors said something along the lines of the manga-covers being lackluster in color if her hair was silver, so blonde it went! (I always wondered why Moon/Venus had same hair color..)
