Only 3.5% is needed for that. It is true that the Supreme leader says use of Nuclear weapons is "sinful" but the Koran also says murder is sinful unless it is in the name of justice.Using of them could be justified against the enemies of Islam. @callouschristian He did say "wipe Israel off the map" (paraphrasing) but he was talking about a literal map, as in the existence of a Jewish state. It was not meant to be a metaphor for killing anyone.
