Sorry to say... but, the powers now absconded by or given to (by congress) to the Executive branch is now at a near dictatorial position.

And believe me it started well before Bush. For instance, Clinton played a huge role in the creation of the PATRIOT Act. Before that Bush Sr. (V.P.) built up executive branch powers steadily and purposefully. The list is huge and goes back to FDR.
