متولد 1340 خورشیدی در منطقه ی قره باغ ولايت غزنی و دارای درجه دکترا در رشته ی حقوق و علوم سیاسی می باشد. آخرين وزير پلان افغانستان بود که بدليل اختلاس و فساد گسترده ان. جی. او های بين المللی و داخلی، دستور انحلال 1935 ان. جی . او را صادر کرد، اما با مخالفت شدید مقامات بلندپايه ی داخلی مانند اشرف غنی احمدزی، انورالحق احدی، حنيف اتمر و مقامات بين المللی مانند سفير وقت آمريکا زلمی خليل زاد مواجه شد. کرزی از اقدام بشردوست حمايت نکرد و او در نشستی خبری، استعفای خود را رسما اعلام نمود. بشردوست پس از استعفا در پارک شهر نو کابل خيمه ای را برپا کرد و ارتباط بی واسطه ی خود را با مردم گسترده تر نمود. ده ها هزار تن از نقاط مختلف افغانستان به پارک شهر نو آمدند و همبستگی خود را با او اعلام کردند. بشردوست در انتخابات پارلمانی توانست با رای چشم گير مردمی وارد پارلمان شود. از او به عنوان تنها کسی ياد می شود که آرایی که با آن وارد پارلمان شده آرایی ملی می باشد و به هيچ عنوان قومی، تنظيمی، گروهی و سمتی نبوده است. بشردوست تنها وکيل پارلمان افغانستان است که با افشای اسناد، از سیستم فاسد و حکومت دزدان و ناقضان حقوق بشر انتقاد کرده است. او همچنين تنها مقامی ست که مانند افراد عادی در خيابان های شهر قدم می زند و با مردم ديدار می کند. خيمه ی رمضان بشردوست معروف به " خيمه ی ملت" پس از پيروزی او در انتخابات پارلمانی از پارک شهر، به مقابل پارلمان و حاشیه ی خيابان دارالامان منتقل شد. تاکنون هيچ سندی مبنی بر اختلاس و سوء استفاده بشردوست و يا شرکت وی در جنگ های داخلی منتشر نشده است. داکتر رمضان بشردوست آقای محمد موسی بارکزی استاد انستیتوت زراعت کابل و خانم عفیفه معروف کارمند کمیسیون مستقل حقوق بشر افغانستان را به عنوان معاونان خود برگزيده است. ايشان همچنين در محل کمیسیون مستقل انتخابات کبوتر سپید را به عنوان نشانه ی انتخاباتی خود انتخاب نمود.
