The New Mexico Environmental Improvement Board was hearing public comment about imposing a statewide cap on carbon dioxide. Mr Paul Gessing of the Rio Grande Foundation confronted the board about apparent conflicts of interest. The chairman of the board works as a lobbyest for the petitioner. Two members are leaders of environmental groups actively lobbying for 'green house gas' emission limits. The New Mexico Administrative Code (NMAC 20.1.111) states that board members with the appearance of a conflict of interest shall recuse themselves from the proceedings. As of yet no action from the EIB.
