However I also wonder, why is rebar not required in the footings?

well i have a comprehensive set of building regs that have to be adhered to if they are not adhered to then the building inspector(from the local council will not allow the work to continue to the next stage.

Perhaps we do things a little different in the uk we build proper houses from bricks and mortar not wooden ones that the big bad wolf can blow away

you dont have to shovel concrete like that, piss it up to 70 slump and tamp it level using a rotating laser level on the tamp
