he is an outright liar! this mayor is a con artist of the worst degree! those 4 people on the board are citizens of st.louis. they have an interest in making justified decisions. the city has not posted their idea for how they would manage the dept. and the city still determines the operating budget. the state does not tell them how to handle that. the whole reason for this is to raid the pension. look at what alderman clay has to say about the pension for the police officers.

Mayor Slay. City control of St.Louis PD is the better way to go however, other changes must be made as well. SRG. James Kenline and others like him must go. See him on YouTube for yourself, get rid of him or you will inherit the problems of what an insane state officer will bring to your good city.
