If you tax something, it will decrease. Tax investments, investments (in that country) will decrease. Subsidize something (repeal Clinton welfare reform as Obama is doing) and it will increase. Why should investors be happy to take the risk when they're paying taxes on their winnings but noone will subsidize them when they lose?
