@Hannitakeehl Yes, this song is a duet by KUKO and Tricky Shirai, who performed for this album as well as a lot of the other Hit Song Collections.

@Hannitakeehl well, it is ryo horikawa's voice and ryo horikawa is vegeta's voice actor... so yeah you can pretty much literally say this is vegeta's voice.
