A very important point:
How do we know that Iran's nuclear program is military? There is no proof.
Therefore, we can assume the position of having to be persuaded that it IS military rather than being in the position of being persuaded that it is not.
This is the real need for Iran's nuclear program:
Iran has an abundance of oil. It uses it in it's own power plants and to export abroad. If it runs mainly on nuclear plants, it can sell more of it's oil, increasing its wealth and influence.

There is 'Inner Jihad' and 'Outer Jihad'. Inner Jihad is the war you fight against your own animal nature in the hope of conquering it and subjugating it to your human nature.
Outer Jihad is the war that you fight when the Muslim ummah is attacked.
It is haraam (forbidden) to go to war for resources, land, or to falsely and forcibly 'convert' people to Islam.
Iran understands this.
