i think the cipher will be naruto's name, because simple way naruto is the "only way" to destroy Pain

look at it this way:

1.they give us 7 random ass numbers that could represent page numbers in jiraiya's book

2.the las characters on each of those pages (hiragana or katakana) spell out naruto's name

3.the sequence can be different but the outcome would be the same--
