Those aren't Komodo Dragons, they are water monitors, which are common all over SE Asia. Komodo Dragons are endemic to Komodo National Park in Indonesia. So, if they ended up in Thailand, THAT would be a real news story.
Many Thais have a superstitious aversion to water monitors, but possibly here lizard and human have some kind of uneasy truce. 11 foot is likely to be an exaggeration, although probably not that far off the mark
