This is an old line which only sees a couple of touristic trains a week nowadays. I guess the train used not to stop when people were aware of danger and watched for trains before crossing.

Indeed, in the old days, when the line was very much in used commercially, there would have been a level crossing with barriers. This place is Olloy-sur-Viroin.
