Michael Grove doesn't propose to introduce every aspect of the Swedish education system. Only the idea of free schools that are free from bureaucracy.
It has been shown in other countries (America etc) that this has positive effects.
Sweden's standards may be falling, but as Mr Gove points out in another video, the UK's standards are already a horrifically bad level.
