Bay Area Open Carry held their first city-wide open carry event in Livermore, California on Constitution Day 2010.
This is video footage of one individual being stopped by three Livermore Police officers at So. L Street & Railroad Avenue for a firearm inspection.
The officer that performed the 12031 (e) inspection was Sgt. Jason Boberg Bdg#200.
California Penal Code 12031 et seq prohibits ammunition from being attached to the firearm or placed in a firing position. Penal Code 12031(e) authorizes peace officers to inspect the load condition of the firearm to determine if it is loaded. (Guilty until proven innocent)
PC 12031 et seq serves to put law abiding California residents at a tactical disadvantage compared to the criminal element, which has no regard for the law and also operates under a 'guilty until proven innocent' mentality that weakens the individual right to be secure from unreasonable searches (aka 'inspections') and seizures.
PC 12031 et seq should be repealed to ensure the public's safety, save tax-payer dollars, and restore individual rights!

What is the point of carrying a gun with no ammo in the chamber or in the clip?

This spot check to determine if a weapon is loaded on someone open carrying is extremely dangerous. I am waiting for the day that an unseasoned officer who isn't a gun EXPERT finds someone who forgot they had a round in the chamber and a round is going to go off during this procedure. Whoever came up with this type of stop lacks knowledge of our rights AND gun safety.

at 2 min 48 sec the cop that checked the fire arm is standing behind the door of the police car and it says LICE.That made me laugh.
