Because it is a SW cap, it does not retain a noticeable charge. Max I recorded after turning the NST off was about 100V

Have you tested how long the capacitor bank will hold a charge after the power source is removed or is this particular bank not capable of maintaining a noticeable charge?

You take your meter and hook it up to the + and - contact points.
