People like you make me embarressed to be American. They have had a space program for almost as long as we have. Of course it never did that well and now that they changed it into the "European" space program... the U.S., Russia, China, Japan, coorporations, and even small private organizations have better space programs. So they do have one, it just isn't to good. (No polite way to say that it sucks.)
