Nobunaga was quite cruel. He killed many many innocent civilians. Yoshimoto Might not help the people, but he wasnt as cruel as nobunaga.

If I had been them and I had been defeated in battle by Yoshimoto, I would have done what all true Samurai would have done...I would have commited senpuku, rather than live with the humilation of losing to the idiot, since I don't think I could live with that hanging over me

Please refer to GameFAQs. You should be able to find a complete list of requirements for unlocking the characters. For Yoshimoto though, you need Samurai Warriors: Xtreme Legends.
