No, blender can move textures in the same fashion it can move an object. It's a cheap camera trick, but, in this case, it really gives a good illusion of an infinite cavern.

How did you made the moving texture? Animate GIF?

Actually, despite what it looks, it's the textures that are moving, everything else is staying right where they are.
