Happy moved from GTV-9 to HSV-7 in 1960,
so this must have been recorded before that,
which would put it in the range 1957-1959.
I'm guessing Professor Ratbaggy was played by Ernie Carrol.
That same joke turned up many times on Hey Hey It's Saturday.

The "Tarax Happy Show" was on 9 with Happy. When he defected to 7, the title of thew GTV show changed to "The Tarax Show", while his new show on 7 was "The Happy Show"...
