He gets so emotional trying to get Retroactive Immunity passed that he reflects on the victims of 9/11 - and has to fight from breaking down in tears. Yeah...I am sure the victims (previous and ongoing) of 9/11 see Retroactive Immunity as Justice.

Previous to this remark, Mukasey mentions a call from an Afghanistan safehouse as a warning/alert to 9/11. Think About It.
