Yuyuan 豫园 Gardens in Shanghai 上海

The Yuyuan Gardens in Shanghai have the best xialongbao (literally meaning "small dragon dumplings"). They've got the best I've ever had. Here's footage of the restaurant on top of the building in the center of the gardens. You can watch the people make them.

There's this restaurant in U.S.A. and Taiwan that serves this stuff called Din Tai Fung. Their food pales in comparison to the stuff they got in the Yuyuan Gardens. BTW, there's also a Din Tai Fung in Shanghai but nobody eats there. Haha.
