Guy doesn't have his head on right and needs to get it checked out if he's drafting that close to someone. Obviously he's not a professional. He also missed the apex quite a few times unlike the guy in front of him.

I am not sure I understand what the fuss is all about. If someone is tailgating you, you have the choice of letting them go by. I mean, if they are that close to you, then they are faster. So let them go by. If they really mean to tailgate, then go in the paddock, and come right out. They will then be at least 1/4 miles ahead.
Of course, if there is a club rule that the car's behavior was against the rules, then again, stop and talk to the track manager.
