The answer is simple. Kurogane is against Fai wearing a maid outfit in public because that is his mage and therefore no one but Kuro-rin shall see him so scantily clad ^.^

At least, that's what my inner Fangirl says anyway XD

There's a doujinishi based on this episode... with all the images, and the same exact events. (except for the DouWata scene at the end) :D Watanuki in the maid outfit was hilarious. Not Doumeki though.
