Shion's not designed female anywhere except for in the face. Shion has the face of a girly boy, a flat chest, a mans ass, and a dick.
If Shion WAS a female with his current design, she'd be a huge disappointment.

Shion was designed female.
SNK higherups made him male. They kept the design and then put 'male' on his character data.
Shion was supposed to be Ron's daughter. Ron was Original Zero's striker.
