this is a 4 bit cpu, windows 95 didn't even run on 8 bit cpus anymore, just 16 and maybe even 32. This processor could only directly address 15 Bytes of memory and windows 95 used up several MegaBytes (MB) of memory. So no, I don't think there actually is an OS that can run on this. You would need at the very least 8 bit addressing although you could use 4 bit logic... in theory,
