I don't think it is incompetence, I'm afraid. When you ORDER ATF agents to let criminals with heavy weapons go without any tracking device, there's no way you can defend that. As hard I find it to believe, I'm afraid this was all by design to indeed attack the 2nd amendment. What other reason can there be to let heavy weapons go free into the hands of criminals?
