Yes it runs at a slow speed and is water cooled too. It's a Tormek and the idea is that it doesn't heat up the steel of the blade you are sharpening - heat changes the composition of the steel and makes the edge softer.

Seems Ok to me - it's the cheaper ones that are not too flat, or at least that's been my experience. Sorry for the delay in answering; I thought I had got back to you,
