Discusses establishment of domestic terror courts as a way of dealing with the hundreds or thousands of individuals detained as a result of the war on terror. Four options, all imperfect, for dealing with those who are threats to national security are: 1) continue military commissions; 2) create international treaty-based terror courts; 3) use Article 3 courts to try terrorists as common criminals; 4) create terror courts in the United States.
