I think it's forbidden to swim in the "river" cause there's no ladders to climb up/down from the water but the major reason i think it's forbidden is because it's actually a canal and therefore it's dangerous to swim when there is so much boat traffic.
If he really was drunk, this could've went bad. So thank the cops! And to those who wonder why the guy got arrested, THINK a bit more next time you comment stupid questions. This is as obvious as it can be
