Why not have some Gay Leathermen and Dominatrixes dressed in faux cop gear "patrol" the area? A little deception goes a long way.....

similar problem in my city: a road where cars were allowed to go both direction is changed to a one way street for cars, the other lane and direction is a bus only lane, taxis and bikes allowed. There are also several signs at the end of the one way street, in advance there are no left/right turn signs except bus, taxi and it's also written in the road. Many people just ignore...
