One way to minimize price increases associated with reducing greenhouse gas emissions is to keep low-cost energy options like coal in our nations energy mix. Also, we should set a limit on the price of emission allowances. If we do that, we can guarantee that consumers are protected against skyrocketing energy costs without slowing down efforts to reduce greenhouse gases.
