Seems the most likely. Plus, I highly doubt they ever considered that something stronger then them would ever arise. (aka: a pissed off Elane/Genocyber)

I think the combination of being a cyborg robbed of your humanity, working with what they do and their, well "diplomatic immunity" makes them take such decision's like in the subway when they kill all the witnesses.

Her massive powers caused her fractured conscience and reality, and besides dying, seeing some1 she cared about dying pushed her warped reality way over the edge, the other cyborgs were probably corrupted/malfunctioned when they too were exposed to this power
