The water heats up spectacularly fast when it comes into contact with the burning oil, becoming steam.
When liquid water enters its gaseous state, it expands exponential in volume.
This blows the burning hot oil into the atmosphere, allowing an increase of surface area:volume ratio. The hot oil has all the oxygen it needs for EPIC COMBUSTION.

or you take water and you make a really good aerosol aot of it, the water will evaporate before it hits the oil, thereby cooling it eg. extinguish it
