The rule as it's supposed to be interpreted is: "I before E except after C when dealing with a long E sound".
So receive is ei, because it's an ee sound after a c, but shield is ie, because it's an ee sound not following a c. It's a rule of thumb that is good, what, 9 out of 10 times or better? Why is there all this confusion?
