Wow it took me forever to find the name of the series but it's: 天石传说 / Tian Shi Chuan Shuo
and it's also known by the name: 绝对计划 (Jue Dui Ji Hua) / The Legend of the Magic Stones / Absolute Plan
It started in about 2005 but I haven't found out if it's still playing or not.
Oh and if anyone wants to know about the song itself, the title is: Wo Yao Wang Qian Fei" (我要往前飞) I Want to Fly Forward by Xiao Xiao (萧潇)
