This is mandala offering mudra. What do you mean by "Tibetan Mind seal"? There is no such thing in Buddhism!

In this rather complex mudra, the ring fingers of both hands are erected back-to- back; both middle fingers are crossed horizontally across the palms with the index fingers curved backwards to press upon their tips; both little fingers are crossed horizontally across the palms with the thumbs extended to press upon their tips. This mudra depicts the tiered and tapering structure of Mt. Meru and its surrounding universe. mountains (edge of the universe).

This mudra is the offering or mandala mudra for making visualized offerings to the Buddha's.

@sschaula apparently, I think mudra helps to exude the "energy" while you're reciting mantras. It's like the antenna.

It is Tibetan bonpo which is the root of tibetan buddhism... please try it before you judge based on what you know... Bruce lee said believe half of what you see and nothing you hear.... experience with an open heart then be as judgmental as you wish.... my knowledge is not buddhist.. it is from the black khan which were the advisors of ghengis and kubli khan... wu clan.... as for overlap, just be happy.....
