ります。日本で日本人と思われる人が「フリーハグ運動」されてい ると思うのですが、なぜ英語でメッセージボードを書くのでしょう 日本に住む外国人にアピールする目的なら理解できます -

No he doesn't. Look up "free hugs campaign" on a search engine. Offering free hugs is simply offering affection to those who need it but may not know who to ask, or may not want to ask someone for a hug due to shyness or another reason.
