MENGI INFLICTS BARBARIC SUFFERING ON ANIMALS

On 11th May 2006 Veterinary Officers were called to Silverdale Farm in the Hai District of the Kilimanjaro Region where Benjamin Mengi and his wife Millie unlawfully keep a large herd of cattle, goats and sheep. They are tresspassing on the farms and refuse to remove the animals. Their presence there is an offence of criminal trespass and negligent damage.

The animals were found to be dying from malutrition and disease. Zonal veterinary offer Dr. Swai confirmed that the animals were in appalling condition and were infected with Foot & Mouth Disease.

On questioning Mengi's staff Dr. Swai established that the problem had existed since January 2006. On asking Mengi's staff why they had not been reporting the deaths or attempting to bury the animals, they stated that Mrs. Mengi had been repeatedly told of the appalling conditions the animals were in and they had been given instructions to leave the animals to die and leave the carcasses to rot around the farm. The staff stated that no medications or inoculations had been supplied to them to administer to the animals and no attempt was being made to feed them properly or assist them overcome the disease or alleviate their suffering.

Dr. Swai reported that premises hygiene was poor due to bad management. He found the animals to be ill attended and in bad condition. No segregation was taking place and no veterinary care was being administered to the animals. A quarantine oreder was put in place immediately.

The Mengi's ignored the quarantine order, continued to remove milk from the farm for public sale and put no sanitation methods in place which placed the surronding aras at risk of infection. They also continued to exposeother areas by allowing the animals to drink from the farm furrows.

The Mengi's made no attempt to treat the animals which were left to suffer and die.

Mrs. Mengi issued court proceeding against Mr. Middelton a British investor and Managing Director of Silverdale Tanzania Ltd, the company which owns the equitable lease to Silverdale & Mbono Farms accusing him of killing the animals and forging the quarantine order issued by Doctor Swai, her husband Benjamin Mengi statinto be the owners of the farms.

It was always open to Mengi to remove the animals from the farms. No one is forcing her to keep them there and her presence there amounts to a criminal offence of criminal trespass which the oshi police refuse to address.

British investor Sarah Hermitage, Mr. Middleton's wife, treated the animals saving many of their lives. Each day, Ms. Hermitage sent a report and photographs of the tretment to Dr. Juma Ngasongwa, Minister of Investment, Planning & Empowerment as proof of the treatement.

Ms. Hermitage states, 'I have never seen such brutal, savage and barbaric, avoidable suffering inflicted on animals. Whilst I was breaking my back saving the animals, Mengi was in court stating my husabnd was killing them. On one day, I was treating a dying cow on the farm and Mengi brought a senior police officer onto the farm stating that we were stealing the animals. He walked past the dying cow and ignored it. This was truly, savage behaviour. These creatures were innocent and deserved some respect in their helpless state of ill health. I was not prepared to let them die. I was not put on this earth to casue suffering to innocent creatures'.

Mengi refused to bury the animals in accordance with the quarntine order leaving them to rot on the farm. District Veterinary Officer Kweka refused to administer the order stating he had been threatened by Mengi. Mr. Middleton, at his own expense effected burials under the supervision of district livestock officers due to Kweka's refusal to cary out his duties.

The cattle remain on the farm illegally.

These photographs show the appalling suffering of the animals and the efforts Mr. Middleton and his wife and staff, made to safe them and bring the herd back to health.

The video also publishes the fact that Mengi and Anold Kimaro are lying to the court and committing perjury by stating to the court that Mr. Middelton is killing the animals.

A tape recording is published where Kimaro states quite catagorically, that Mr. Middelton is not killing the animals and yet he is acting as Mengis power of attorney in the case and is thus lying to the court as is Mengi.

Boma Ngombe police have refused to accept a criminal complaint of perjury. The head of C.I.D. Mkochwa, stating, 'better you wait and see what the outcome of the court case is and if you win, you can make your complaint'.

The Mengi family and Kimaro are therefore above the law in Tanzania.

Perjury carries a prison sentance of up to seven years.
