Actually half the people who play fallout don't even know WHAT a mod is. Don't lie.
Second of all, modding makes the game larger. Just because you can't do it doesn't make it crappy.
I've made dozens of mods relating to quests and it adds to the game.

I modded my game. I don't use levels. I basically advanced the leveling system all the way up to 60.
