320 km/h is nowhere close to observe Doppler effect of light. The blur happens because your brain is not fast enough to process the information in real time.

you know light behaves as a wave, just like sound, what happens at 320 Km/H is just the same as what happens with sound at normal speeds, the front end of the waves which light is made of arrives to you eyes first and the sides are delayed a bit, that's why the sides of the road become all blurry and the front doesn't. It's the Doppler effect applied to light! :D
