In India cows are a sacred animal they let them rome about and they also have a holiday to celebrate the cows they do thins by dressing them up and in most occasions if a mother is feeding her baby but she see's the cow has no food she will give the food to the cow.

India is a secular country, the government is a separate entity and treats citizens the same regardless of their religion. Also, India had a very advanced civilization before foreign invaders over many years eventually took advantage of their resources and changed 'Indian' culture. Check out the Indus Valley Civilization.
