Nepal is going through one of the most important phases in its history - that of making a new constitution. For many, public consultation and inclusion will be critical factors leading to the ultimate legitimacy of the process and the credibility of the final outcome. Voices from Below: Constitution Making in Nepal is a new documentary that will be launched in January 2011. A six minute preview has now been made available for the general public. The film seeks to convey the spirit of the constitution making process in Nepal and showcases people's voices, their hopes and dreams for the new constitution.

An initiative of UNDP's Support to Participatory Constitution Building Project (SPCBN) and the Centre for Constitutional Dialogue (CCD), the documentary stresses the importance of making this a true People's Constitution and documents the process of SPCBN Democracy Dialogues and Federalism Dialogues held in different parts of Nepal. The documentary is written and directed by the renowned and award-winning Nepali film director Tsering Rhitar. In 2000, Rhitar made "Mukundo" (Mask of Desire) which was Nepal's Official Entry for the Academy Awards Best Foreign Language Film Section.
