This is the SB-9, a research glider built by the students of the AKAFLIEG Braunschweig, Germany. The ailerons were deliberately unbalanced to study the effects of flutter. As far as I know, the structure of the glider did not suffer any damage. The second half of the video shows an 'anti-symmetric' oscillation meaning that the fuselage moves opposite to the wing. Watch the T-tail move right while the wave moves through the wing to the left. Great footage!

When a plane's wings start to flutter like that, it's actually waving goodbye to you because you are about to die.
