Its not hard at all if you run with people that actually have a brain......its unpuggable but guilds can do it, it is in my opinion the fight that requires most cooridination in ToC but anubs enrage......

yes he's using sbf (Satrina Buff Frames), i believe he is also using buttonfacade... usually buffs from sbf dont look like that
