Here's the Step :

1 - Download WinRAR

just rename it from .elf to .exe

2 - extract it to the game audio directory :

i - go to GTA III Game Directory
ii - go to audio and extract it there

I don't know of this works on your PC or not

why when i play gta 3 for pc it always crashes im using windows xp
