Conferences have had live video before, but only with a lot of planning and infrastructure. Here, a laptop, a data connection, and about $200 in equipment turns anyone into a broadcaster. And people can comment and discuss the material at the same time.
Owyang calls it 'neta.' A step beyond 'meta.' Explains he, "This is a backchannel about the conference that folks are not even at, while Mario liveblogs next to me."
