When she cuts vertically at the bangs, she's really not making them much shorter. Maybe a tad thinner, but she's doing exactly what she said she's doing: Making notches. It's a common hair cutting technique, especially common in bangs.

I saw this video maybe around July of 2011 and I tried fixing my bangs how she fixed them but they came totally ugly and crooked but she also said to cut your bangs really short, &&& I did that and now there pretty long, they took a while cause I kept passing the flat iron everyday on my bangs so they got burned, so thats why I cut them super super short and now there healthy and CUTE!!!

Why would you want to cut your bangs short AGAIN? I'd rather let them grow to the length I wanted them to be...

OMG. Hilarious. At least I feel better about my bangs now, despite the fact that I didn't get a solution! I love the part where she says to use kitchen scissors to cut them.
