The town I live in, it is illegal to keep a dog chained or tethered, unless you are walking them or need to restrain them to allow a stranger into the yard, so no fence, no dog unless they will live inside with you. The also offer help to people in obtaining a fence or a run

    If his owners had only been 1% as loyal to him, as he was to them....
